If the auctioned item is a vehicle or a piece of equipment with a title, the title will be completed and signed in compliance with North Carolina law. No titles will be assigned in blank. Titles will be made out in the name that is listed as the Buyer on the Buyer's Certificate. The Buyer, or an agent authorized to sign a title on behalf of the Buyer , must be physically present to complete and sign the Buyer's section of the title immediately prior to the removal of the auctioned item from the City's premises. There are no exceptions to this requirement. Once the Bill of Sale and the title are properly completed and executed by the Buyer, or the Buyer's authorized agent, the Buyer will be given only the Bill of Sale on the day that the auctioned property is removed from the City's premises. The said Bill of Sale will include the following statement, which must be signed by the Buyer or the Buyer's agent in order to signify the Buyer's agreement with this condition of the sale: "The purchase price for this vehicle/equipment has been paid in full, and the City's chief executive officer will execute and mail an assignment of title to the Buyer within three (3) business days of the date printed below. The notarized assignment of title will be mailed by the City through the United States Postal Service via certified, return receipt requested, mail to the Buyer at the following address." Please note that the properly executed title will be needed if a buyer intends to obtain tags of any kind. The City does not offer any assurance of when a title will be fully executed beyond the time frame stated above.
The City will not provide temporary tags of any kind for the removal of auctioned vehicles/equipment. Arrangements for towing a vehicle or otherwise lawfully removing auctioned items from the City's premises are the sole and exclusive responsibility of the Buyer. Before any property may be removed from City premises, a valid Buyer's Certificate must be presented as proof of purchase. If an agent of the Buyer is to pick up an auctioned item, the identity and authority of such an individual must be established in advance to the satisfaction of the above-referenced point of contact with the City.
Property may be removed by appointment only and appointments must be made at least 48 hours in advance. All items must be removed within ten (10) business days from the time and date of issuance of the Buyer's Certificate.
The Buyer will make all arrangements and perform all work necessary, including packing, loading and transportation of the property. No Assistance will be provided. A daily storage fee of $10.00 may be charged for any item not removed within the 10 business days allowed and stated on the Buyer's Certificate.

Please note that upon removal of the property, all sales are final.
Description Warranty. Seller warrants to the Buyer that the property offered for sale will conform to its description. Any claim for misdescription must be made prior to removal of the property. If seller confirms that the property does not conform to the description, Seller will keep the property and refund any money paid. The liability of the seller shall not exceed the actual purchase price of the property.
