Did the machine drive under it's own power before it was retired?

See pictures below of the data plates. • Did the machine drive under it's own power before it was retired? It would move but since the hydraulic pump was bad it was leaking fluid excessively. Can you DEFINE "Stayed Idle"? As in running at idle or Sat for so long without use?
