Auto-bid

As a bidder, you don't have to constantly watch auctions and worry about being outbid! All GovDeals Internet Auctions feature an auto-bid. In the bid box on the auction view page, enter the HIGHEST dollar amount that you are willing to pay, and the GovDeals bidding system will bid on your behalf by placing a bid at the current LOWEST minimum bid. If another bidder outbids your LOWEST minimum bid, the system will automatically place another bid, once again making you the current high bidder, until your "top dollar" number is reached. The auto-bidding system will continue to place the LOWEST minimum bids on your behalf until you are the winner of the auction or another bidder bids higher than your auto-bid. Auto-bids are completely private and are never displayed to other bidders. In the event of a reserve price auction, your auto-bid will immediately bid up to the amount of the reserve OR to the max amount of your auto-bid if the reserve price is in excess of your auto-bid.

Bid Extension

If a bid is placed during the final 3 minutes of an auction, the auction's current end time will automatically extend for additional 3 minutes. This will continue until no bids are placed during the last three minutes.

Since most bidding occurs during the final minutes of an auction, this allows all bidders a sufficient amount of time to continue bidding.

Probation Level 1 Bidding

This Seller has instituted a Bidder Probation Restriction on this auction. To have this restriction removed, a $1,000 refundable deposit in the form of a Certified Cashier's Check or U.S. Postal Money Order must be mailed to GovDeals, Inc., 100 Capitol Commerce Boulevard, Suite 110, Montgomery, AL 36117. Agency also reports the interior passenger seats needs new upholstery and that a new battery is needed. This item is located at 1810 East National Cemetery Road, Florence SC 29506. Bidder understands and agrees that the Property is being sold in “As-is” condition without any representation regarding the Property’s condition or otherwise.

BEFORE ANY PAYMENT CAN BE MADE, WE MUST CREATE A BILL OF SALE. WITHIN 24 HOURS AFTER THE AUCTION HAS CLOSED, THE STATE OF SC WILL EMAIL THE HIGH BIDDER WITH DETAILED PAYMENT INSTRUCTIONS. THIS EMAIL WILL BE IN ADDITION TO THE BUYER'S CERTIFICATE FROM GOVDEALS.

Payment in full is due not later than 5 business days from the time and date of the Buyer’s Certificate. Payment not received in 5 business days will result in default, and the asset will be relisted. The bidder will not be allowed to participate in future auctions. All payments must be via cash, certified bank check, or wire transfer unless you are an established customer with the State of South Carolina Surplus Property Office. A customer may be designated as an established customer once the customer, using the same name and address, has initially completed at least 3 qualified transactions within a one year period, where each transaction is at least fifteen calendar days apart from another transaction. A qualified transaction is a purchase in the amount of at least $700 where payment in full was timely received and all items were timely picked up by the customer. An established customer may make purchases with a credit card provided that no transaction (or group of transactions purchased within a fifteen calendar day period) exceeds $5000.00 and the name and address for the credit card match the name and address of the established customer. Our Office reserves the right, in this Office’s sole discretion, to decline to accept credit cards from any customer, at any time.

The winning bidder is responsible for paying all fees associated with paying via wire transfer.

Acceptable forms of payment are: U. S. Currency, Bank Certified Check, or Credit Cards thru EGOV (Visa, Mastercard, Discover, or American Express-instructions will be sent in an email invoice from our office). Credit card purchases are limited to below $5,000.00 and Bidders residing in the United States, Canada and Mexico Only. If the winning bid plus applicable taxes, if any indicated, plus the administrative fee equals to $5,000.00 or more, a Wire Transfer or Bank Certified Check must be used (a certified check must be signed by bank official and say certified check on the document). Bank Certified Checks shall be made payable to: The State of South Carolina. All payments are processed at the Surplus Property Office, 1441 Boston Avenue, West Columbia, South Carolina 29170. If Wire Transfer is chosen, a Wire Transfer Transaction Summary page will provide payment and account information. The Wire Transfer must also be completed within 5 business days. You are responsible for any wire transfer fees.

The winning bidder will be liable for any damage or harm that may take place during the loading and removal of property awarded to that bidder. In addition, the winning bidder shall indemnify, defend and save harmless the State of South Carolina, The Department of Administration, the Owning Agency and their representatives from any liability arising out of the winning bidder’s acts or omissions including the failure to secure adequate insurance coverage.

Consideration of Bid. State of South Carolina reserves the right to reject any and all bids and to withdraw from sale any of the items listed.
